Can I use a USB-C hub with a USB-A laptop?

Will any of these charge my laptop while I use them?
The AV Multiport Hub has USB-C Power Delivery passthrough, so you can connect a charger to it and power your laptop while it's plugged in. The 7-Port hub accepts USB-C power input for running multiple drives, but it's for powering the hub itself, not laptop charging. Why does my external display only run at 30Hz, not 60Hz?
